Geographic areas containing a point

Description:	Given a point location, return the well known geographic areas that contain the point. Coordinates will be interpreted as geographic latitude and longitude NAD83.

Input parameters

latitude	Geographic latitude, decimal degrees NAD83, south latitudes negative. Specify this OR latdeg, latmin, latsec, and ns
longitude	Geographic longitude, decimal degrees NAD83, west longitudes negative. Specify this OR londeg, lonmin,lonsec, and ew

latsec	Seconds latitude
ns	Direction, N or S
londeg	Degrees longitude
lonmin	Minutes longitude

format	XML, HTML, or JSON, not case sensitive
